1. To carry out the strategies, guidelines, and policies of the state on domestic and foreign trade, the utilization of domestic and foreign investment, international economy, and domestic regional economic cooperation and to study and formulate policies, local laws and statutes, and government regulations of our city on domestic and foreign trade, the utilization of domestic and foreign investment, international economy, and domestic regional economic cooperation; to formulate commercial development plans and annual plans and put them into practice.
2. To carry out the guidelines and policies of the state on the reform of circulation system, to cultivate and develop urban and rural market, and to promote modern circulation methods like chain operation, logistics distribution, e-commerce, and so on and the adjustment of the structure of circulation industry.
3. To carry out the policies and measures of the state on standardizing market and circulation order and breaking market monopolization and regional blockage to set up a healthy, uniform, open, competitive, and ordered market system; to inspect and analyze market operation and commodity supply and demand, to control important consumer goods markets, and to supervise the circulation of important production materials.
4. To draw up local statutes and regulations of the city on commodity circulation and food and beverage industry; to investigate important issues of circulation industry and to advance suggestions; to supervise special industries and commodities like pawn industry and the production and circulation of civil explosive materials, and so on; to investigate and deal with the illegal activities in wine circulation and pig butchering in accordance with the law; to organize and coordinate scrap automobile recycling (including dismantling).
5. To implement administrative measures of the state on import and export commodities and policies on catalog of import and export commodities and import and export commodities quota bidding; to work out and send down plans of import and export quota and to have them implemented; and to checkup and report import and export plans of important industrial goods and raw materials.
6. To carry out policies of the state on foreign technology trade, import and export control, and the encouragement on the export of technology and complete plant; to promote the establishment of standardization system of import and export trade; to supervise technology import, equipment import, the export of technologies restricted by the state to be exported, and the export and re-export of imported technologies; to supervise the application for export licenses related to nonproliferation.
7. To carry out policies of the state on foreign investment and reform projects and to guide the work related to foreign investment in the city; to analyze foreign investment in the city, to formulate and implement administrative regulations related to foreign investment, and to participate in the making of medium-to-long-term development plan on the utilization of foreign investment; to verify and report the establishment and change of enterprises with foreign investment related to quota and license management or related to industries, in which foreign investment was restricted by the state or when the investment exceeds the limitation; to approve, in accordance with the law, agreements and constitutions of foreign investment projects of the city and important changes especially stipulated by the law; to supervise enterprises with foreign investment in performing relevant laws and statutes, regulations and agreements, and constitutions; to supervise investment invitation and promotion of the city and the examination and approval and import and export of enterprises with foreign investment within the limits of authority; to guide and coordinate the work related to state economic and technical development zone and export processing zone; to deal with complaints of foreign investors.
8. To take charge of foreign economic cooperation; to formulate and implement policies on foreign economic cooperation and to guide and supervise foreign projects undertaking, labor services cooperation, design and consultation, and so on; to verify and approve outward investment (except in financial services) of enterprises of the city and overseas processing trade projects and to exercise supervision and administration over them; to contact commercial counselor¡¯s offices in our city of foreign countries, Hong Kong and Macao special administrative districts and Taiwan region; to carry out economic and trade policies, medium-to-long-term plans, and administrative regulations on Hong Kong, Macao, and Taiwan; to guide the cooperation of the economic and trade entities of the city with related economic and trade entities of Hong Kong, Macao, and Taiwan; to supervise non-reimbursable assistance and contribution from the UN and other international organizations to the economic and technical cooperation with our city.
9. To stipulate administrative methods on participating in commercial trade fairs, exhibitions, exhibition fairs, and so on held in foreign countries and regions and to exercise supervision over it; to instruct and supervise commercial trade fairs and so on held in China in the name of Chengdu City.
10. To take charge of the news release and publicity of domestic and foreign trade, the utilization of domestic and foreign investment, international economic cooperation, and domestic regional economic cooperation and to provide information and counseling services.
11. To set up commercial offices of the city inside and outside the country and to designate and supervise the staff; to guide the operation of commercial associations, academies and so on of the city; to exercise administration over enterprises (in Chengdu) under the central government on behalf of the central government.
12. To undertake other affairs delivered by the Municipal (CPC) Committee and the municipal government. |
